Global Health Progress Commends European Union and India Agreement Increasing Access to Drugs in Developing Countries

According to a Reuter’s article, the European Union (EU) and India have come to an agreement which should ease the process of exporting Indian drug manufacturers’medicines to developing countries, increasing these countries’ access to drugs.

Karel De Gucht, commissioner of the European Union (EU) has confirmed an agreement between the EU and India that will resolve some of the disputes that lead to the seizure of generic drugs in transit last year. This agreement will allow shipments of medication to pass through Europe to developing nations without being checked for anything except counterfeiting.

The new agreement will also amend custom codes allowing shipments of medications from India to reach countries located in South America via Europe. The confirmation comes amid trade talks between the EU and India.

Global Health Progress commends the agreements between the European Union and India, which will increase access to drugs, primarily generic medication, for underdeveloped countries. This process affects the affordability of generic medications to underdeveloped countries which fight the prominence of infectious diseases such as HIV/AIDS and malaria.

President Obama Declares December as National Impaired Driving Prevention Month

While alcohol is among the top substances that impair drivers, many don’t realize that other legal drugs cause impairment too.

The National Highway Transportation Safety Administration recently released a report that indicated that 33 percent of motor vehicle fatalities involved drugs of some sort. As a result of that study, President Obama officially declared December as National Impaired Driving Prevention Month.

I’m certain that many understand that drinking and driving are dangerous. Making the public aware that this problem exists is the first step in preventing traffic fatalities.”

Global Health Progress Applauds HIV-Prevention Medicine Trial, Encourages Access to Medicines in Developing Countries

The New England Journal of Medicine recently released the results of a ground-breaking trial of an HIV-prevention method called oral pre-exposure prophylaxis (PrEP). Data from the trial revealed an almost 44 percent reduction of new HIV infections among participants who took the antiretroviral tablet daily to prevent HIV, compared to those who took the placebo pill.

Participants in the study included 2,499 HIV-negative gay men, transgender women, and other men who have sex with men (MSM) from Peru, Ecuador, Brazil, South Africa, Thailand and the United States; these were randomly chosen to receive the antiretroviral (ARV) drug TDF/FTC (brand name Truvada) or a placebo pill. Regular HIV tests were administrated throughout the study. At the end of the trial, 36 participants who took Truvada had become infected, compared to 64 of the participants who took the placebo pill.

Similar trials are currently being conducted among heterosexuals in Africa and injection drug users in Thailand. Additionally, a trial of a similar ARV in gel form is currently being tested in three US cities, Pittsburgh, Boston and Birmingham, Alabama.

Global Health Progress is encouraged by the outcome of this trial, as it could lead to the prevention of HIV in developing countries and around the world. However, additional funding is needed not only to continue developing drugs like this, but to increase access to medicines around the world. As the world of medicine continues to advance, it is the responsibility of the entire international community to facilitate access to medicines. Success depends on all sectors working in partnership; not only to make medicines more accessible, but also to ensure continued innovation into new medicines for the treatment and prevention of all diseases.

Last week, Zach Galifianakis, star of the new movie “Due Date,” startled his interviewer and fellow guests on Real Time with Bill Maher by pulling out what he said was a joint and lighting up. The fact is that as irresponsible as the act itself would be to let that communication hang in the air, unanswered. For that reason, Narconon International senior drug educator Bobby Wiggins calls for parents to respond to this TV gimmick by actually talking to their children about drug abuse and the real-life problems it can create. Narconon is an international organization dedicated to preventing drug and alcohol abuse and to helping those who have become addicted recover fully.

“It’s not enough for parents just to tell their children they should abstain from drugs,” said Wiggins. “They’ve got to be real with them. The truth is that marijuana use itself creates its own damage and is itself addictive. The dealer trying to sell a teenager an ounce of marijuana is sure not going to be the one to tell the kid, so it’s got to be the parents.”

The National Center on Substance Abuse at Columbia University (CASA) provides annual reports on the state of substance abuse among America’s young people. These reports completely support the idea that the best route to success is drug-free and alcohol-free. Their reports state that about half of students who drop out of school either themselves have been involved with alcohol and/or other drug use or they have parents who are substance abusers. CASA’s research also indicates that young people who abuse drugs or alcohol have lower grades and higher rates of suspension or expulsion. They are less likely to graduate from high school or college.

But don’t expect the noisy advocates of marijuana legalization or decriminalization to admit any of this. For the record, Narconon does not take a political stand on this issue…because it’s a red herring. What is important is demand reduction – effective drug rehabilitation and effective drug education.

Narconon Egypt Announces Graduate from Nigeria

It is officially acknowledged by health authorities in the US that overdoses on prescription drugs have passed up the traditional killers, heroin and cocaine. One of the drugs most responsible for this is an opiate derivative called, fentanyl. It is manufactured under many names, including Actiq, Duragesic, Durogesic, Fentora, Instanyl, and Sublimaze.

The synthetic opiate is prescribed for patients who are in constant pain, or who are suffering break-through pain (sudden flare ups of pain that occur despite pain medications already administered), for chronic conditions or the effects of chemotherapy. It comes in many forms: patches worn on the skin, lozenges or“lollipops” and injectable forms.

The National Institute for Occupational Safety and Heath, which monitors health worker-related drug abuse, warns that “Fentanyl depresses central nervous system and respiratory function. Exposure to fentanyl may be fatal. Fentanyl is estimated to be 100 times as potent as morphine and many of times more potent than heroin. It is a drug of abuse.”

One of the reasons the drug is extremely dangerous is because it has a short-term effect on the body, tolerance builds up rapidly causing the addicted person to up the dosage to dangerous levels after a short time using the drug. Once removed from the safeguards of a highly controlled medical environment, the abuser can easily overdose, and bring on respiratory failure and death.

According to the Center for Disease Control (CDC) and other sources, supply of the drug on the streets is virtually unlimited, as evidenced by a recent arrest of a 19-year-old medical attendant and her boyfriend caught removing the gel from the patches administered to patients in a nursing home. The drug is also stolen from pharmacies, a problem for law enforcement that has been escalating throughout the US. Even used patches are collected for the remaining drug that is still on them.

Once procured by users, it is often “cooked” in foil and inhaled or injected. Patches are also sometimes frozen, cut into pieces and eaten or placed under the tongue or in the cheek for absorption. Websites frequented by young people give tips and information about procuring the drug and ways to get the most out of the drug in whatever form it is in. Discussions about the drug further popularize it, including information on how to make it. “In short, this drug is easily procured and it is deadly,” says Bobby Wiggins, Director of Drug Education at Narconon International.

The Different Ways Narconon and Other Rehabilitation Centers Save Lives

In the United States alone, prescription drugs cause most of the more than 26,000 fatal overdoses each year. Add that to the number of illicit drug users overdose statistics and you up to nearly 60,000 a year. Those are 60,000 people that could have lived had they gone to a drug rehabilitation center.

Pregnancies of drug and alcohol users many times end in spontaneous abortions or serious, life threatening illnesses to the fetus or newly born child. Innocent lives have been taken as a result of drugs and alcohol.

Alcohol Rated As Most Deadly Drug, Legal Or Illegal

A recent study out of Great Britain suggests that alcohol is more deadly than crack cocaine and even heroin.

Scientists in Great Britain devised a system for evaluating the dangers of both legal and illegal drugs. The drugs were rated using a technique called Multicriteria Decision Analysis (MCDA) which assess damage according to nine factors with regard to harm to the user and seven factors that indicate harm to others. Factors which were considered for harm to the user were such things as drug-specific or drug related death, damage to personal health, drug dependence and loss of relationships. Criteria considered with regard to harm to others included crime, environmental damage, conflict within families, international damage, economic costs and damage relating to division within communities.

“I think that society, as a whole, doesn’t realize exactly how detrimental alcohol is,” begins a spokesperson for Mountainside Drug Rehab and Alcohol Treatment Center . “The attitude within the United States seems to be: ‘if you’re 21, the law says that you are old enough to drink, therefore there can’t be any real harm in drinking in moderation’. But, as this study shows, there are more factors to consider than just those related to personal health. Certainly, health is a major consideration, but personal, family and work relationships rank a close second. Educating young adults on the various ways that alcohol impacts on their lives and the lives of others can go a long way in decreasing alcohol abuse.”

Global Health Progress Amplifies New Report that Outlines Barriers in Securing Access to Medicines in Least Developed Countries

“There is a public health crisis in the least developed countries. It is a crisis made by humans and solvable only by humans. There is urgency for governments, businesses, NGOs and academia to collaborate in dealing with this most urgent of problems,” declares Cameron Institute’s new 200-page report, Pharmaceutical Access in Least Developed Countries: on-the-ground barriers and industry successes.

Executive Director D. Wayne Taylor, Ph.D., F.CIM., who prepared the report, cites the recent World Health Organization’s (WHO) Draft Global Plan and Strategy for Action in stressing the importance of pharmaceutical industry partnerships. The report states that the industry must focus its energies on “the growing burden of diseases and conditions that disproportionately affect developing countries, and particularly women and children.”

Global Health Progress actively supports the report’s outlined actions needed to solve this issue, including endorsement of public-private partnerships (PPPs), protecting intellectual property and drug patents as the cornerstones of affordable innovation, improving access to medicines and developing new drugs.

Public-private partnerships are one key way to improve access to medicines in the least developed countries. As the report notes, the research-based pharmaceutical industry, in various public-private partnerships, has been improving access to medicines in the least developed countries of the world since the 1950’s. To date, there have been 150 public-private partnerships whose aim it is to improve access to medicines and currently 90% of PPPs are industry-led.

Additionally, innovation is cited by the report as “the hallmark of the pharmaceutical industry. Without innovation there would be no immunizations,
medicines or biologics to save lives, improve quality of lives, and to save much needed healthcare dollars. A basic right in law is to retain possession of one’s own ideas and discoveries.” The report also notes the importance of protecting this innovation through intellectual property and drug patents, as well as through the infrastructure and legal structures needed for healthy growth.

The report adds that every dollar invested in new medicines relieves the healthcare system of seven dollars of expenditure elsewhere, and that new drugs increase life expectancy and life-time income by about 1.0% per year while also decreasing years of life lost. It also provides a summary of 2010 data regarding contributions provided by research-based pharmaceutical industry to least developed countries:

• USD 8,450,000,000 of product and investment
• 950,000,000 patients treated
• 9,500,000,000 doses/treatments administered
• 350,000 doctors, nurses and other health personnel trained

Despite this progress, actions are still needed to solve the problem without creating additional difficulties. For example, even though existing medicines for HIV/AIDS has reduced mortality rates in developed countries by 70%, adherence and compliance are two major obstacles, amongst many, to the successful deployment of these drugs in developing countries. Additional barriers to access and improved health in least-developed countries include “on the ground” barriers, such as market failure, corruption, non-existent health human resources and infrastructure, and the lack of both local and international political will.

Advocacy for Art, as a Part of Living Drug-Free, Is Big Part of Drug Prevention Strategy.

“We want to harness the Power of Art to Knock Out Drug Use in our local Community,” says Micahel Ginsburg. The violin virtuoso is a graduate of the Narconon Program at the Arrowhead facility in Oklahoma. He recently concertized and raised funds for a new live theater in nearby Mcalester as part of its “Take Back McAlester” Campaign. Ginsburg is one of the architects of the campaign, and his own enthusiasm for the arts helped get residents excited about it.

From the Mayor to the Chamber of Commerce to local businesses and non-profit associations, Narconon Arrowhead is a major sponsor of the city’s effort to tackle a growing drug problem. “The plan,” says Ginsburg, “Is to replace the destruction of drugs with the creativity of art. The art that is manifesting in the city comes from youngsters and adults and includes all kinds from dance to photography to music, painting, writing, theatre and more. “This really resonates with me,” Ginsburg says.“Once I was hopelessly strung out on drugs, and now I am living a life free of drugs as a result of completing the Narconon Program at Narconon Arrowhead. I certainly feel privileged to give back to the community that we share.”

Ginsburg’s advocacy exemplifies an international mandate given to all Narconon Centers, according to the Executive Director of Narconon International in Los Angeles. “We have Narconon Centers in more than 40 countries, and every one of them is expected to reach out to their community and help curb the negative influence that drugs exert.”

He points out it is graduates of the Narconon program who are most behind anti-drug advocacy in the community. “It’s something that happens as a matter of course. Our graduates are on the other side of it now, but they know the horrors that await those who become addicted to drugs and alcohol. Many decide to become powerful advocates for a drug-free community.”

With the tenth largest economy in the world, Mexico is currently investing more than 1% of its gross domestic product into its biopharmaceutical sector and this percentage is anticipated to increase as the country works to develop tomorrow’s medicines.

Like the U.S. and other big emerging markets, Mexico has recognized the potential of the biopharmaceutical sector to be an important source of economic growth through the creation of high-quality, high-skilled jobs. Currently, Mexico’s biopharmaceutical sector employs nearly 25,000 Mexican nationals at more than 32 biotechnology companies. The number of skilled workers entering the workforce is predicted to increase as more than 750,000 engineering and technology students in Mexico are currently enrolled in local universities. Additionally, collaboration between the public and private sector has resulted in the creation of more than 100 research centers.

Mexico’s emphasis on job creation stimulates the developments of new drugs, which improves access to medicines for its entire citizenry. In addition, public-private partnerships between the Mexican government, academia and industry are increasing due in part to the government’s continued commitment to science and technology research and education.

National statistics from Substance Abuse & Mental Health Services Administration (SAMHSA) show that in 2006, 2.1 million teens abused prescription drugs. The Office of National Drug Control Policy (ONDCP) reports that ½ of all new abusers of prescription drugs are between the ages of 12 & 17. Everyday, 2500 teens begin abusing prescription drugs. Deaths caused by prescription drug overdoses have surpassed those caused by illicit drugs.
